Dr. Dulal Halder Recommended as Director (Operations) at ONGC Videsh Limited

New Delhi, India, September 2025 – The Public Enterprises Selection Board (PESB), Department of Personnel & Training, has recommended Dr. Dulal Halder for the position of Director (Operations) at ONGC Videsh Limited (OVL) during its meeting held on 15th September 2025. With nearly three decades of leadership in the oil and gas sector, Dr. Halder brings a wealth of expertise in strategic operations, international business, acquisitions, and project leadership.

Currently, Dr. Halder serves as Chief General Manager – New Projects at ONGC, where for the past three years he has played a key role in advancing strategic vision, business transitions, and new initiatives for India’s flagship energy company.

Prior to this, he worked extensively at ONGC Videsh Ltd. across several senior leadership roles. He was Executive Officer to the MD & CEO, where he supported corporate governance, organizational leadership, and international operations. Earlier, as Senior Vice President – Corporate Planning & Strategy, and Senior Vice President – International Acquisitions & BD, he contributed to global expansion projects, corporate strategy, and strategic business development.

From 2007 to 2010, Dr. Halder was Country Manager in Nigeria for ONGC Videsh, overseeing international operations and building strategic partnerships in Africa. Before this, he served as Chief Executive Assistant to the MD, providing leadership support in corporate planning, strategy, and governance. His long tenure at OVL also included earlier responsibilities as Vice President – International Acquisitions & BD, strengthening the company’s global portfolio.

He began his career as a Process Engineer at ONGC’s Mumbai High Offshore Oil and Gas Installation, where he spent over seven years honing his technical and operational expertise in oil and gas production, engineering, and offshore project management.

ONGC Videsh Limited (OVL), the overseas arm of Oil and Natural Gas Corporation (ONGC), is a Navratna Central Public Sector Enterprise (CPSE) under the Ministry of Petroleum & Natural Gas, Government of India. As a global player in energy security, OVL owns Participating Interests in 32 oil and gas assets across 15 countries.

In FY 2024-25, OVL produced 7.265 MMT of Oil and 10.278 MMTOE of Oil & Gas, contributing 25.3% of India’s oil production and 15.9% of domestic oil and gas production (Source: PPAC). With its Navratna status, OVL enjoys enhanced autonomy in investment decisions, mergers and acquisitions, and international partnerships, positioning itself as a key driver of India’s energy ambitions.
