Middlesbrough, England, United Kingdom, January 2026 — Cleveland Police (UK) has appointed Emma Booth as Head of Learning and Development, marking a significant addition to its leadership team supporting workforce capability and professional development across the force.
In her new role, Emma Booth will lead learning and development initiatives for Cleveland Police, focusing on strengthening training frameworks, organisational learning, and capability development to support operational excellence across the Hartlepool, Middlesbrough, Redcar and Cleveland, and Stockton areas.
Prior to joining Cleveland Police, Emma served as Head of Department for Construction, Engineering and Service Industries at Redcar & Cleveland College, where she was responsible for departmental leadership, performance, and quality across multiple vocational disciplines. Before this, she held the position of Operations Director at ITEC North East Limited, overseeing operational performance, quality, compliance, and delivery across work-based learning, apprenticeships, and commercial training provision in the North East.
Alongside her executive responsibilities, Emma spent over a decade as an Ofsted Inspector with Ofsted Inspection Services, operating across the North in a range of specialist inspection areas. Earlier in her career, she was Group Head of Apprenticeships and Work-Based Learning at Stockton Riverside College, where she led apprenticeship growth, employer engagement, compliance, and quality improvement.
Emma’s earlier experience includes senior operational roles at ITEC North East Limited, Five Lamps, Sedgefield Borough Council, and the North East Chamber of Commerce, building deep expertise across apprenticeships, workforce development, quality assurance, and employer-responsive training programmes.
With extensive experience spanning further education, work-based learning, inspection, and operational leadership, Emma brings a strong foundation in learning strategy and organisational development to her role at Cleveland Police.
