Armonk, New York, United States, February 2026 — IBM has elevated Carolyn Carter to a newly expanded role as Vice President, HR Delivery Operations, effective January 2026.
In this expanded leadership capacity, Carter will oversee HR delivery operations at IBM, driving operational excellence, service transformation, and scalable people solutions across the enterprise. Her role reflects IBM’s continued investment in modernizing people experience and HR service delivery at global scale.
Carter has been with IBM for nearly seven years, progressing through key senior leadership roles including VP, People Experience & Transformation and VP, Manager & Employee Services. In these positions, she led large-scale transformation initiatives, strengthened service delivery frameworks, and advanced employee and manager experience strategies across IBM’s global workforce.
Prior to joining IBM, she served as Global Head of HR Technology Solutions at Bloomberg LP, where she led enterprise HR technology initiatives. Earlier, she spent over a decade at Morgan Stanley, holding multiple Executive Director roles across Workday Product Management, Service Delivery, and HR Business Transformation, driving digital HR modernization and global service models.
She began her career in HR systems and analytics roles at AIG and Guess?, Inc., building a strong foundation in HRIS management, business analysis, and enterprise transformation.
With more than two decades of experience across HR technology, service delivery transformation, and enterprise people operations, Carter brings deep strategic expertise and execution strength to her expanded mandate at IBM.
