McLean, Virginia, United States, February 2025 – Catherine Manfre has been appointed as Vice President, People Strategy & Analytics at Capital One, where she will lead strategic workforce planning, data-driven HR initiatives, and organizational transformation. With extensive experience in people strategy, analytics, and business transformation, she is set to enhance Capital One’s workforce insights and talent optimization strategies.
Catherine joins Capital One after serving as Chief Transformation Officer at the U.S. Office of Personnel Management (OPM), where she played a key role in organizational transformation, workforce planning, and HR analytics. During her tenure, she led major HR modernization efforts, optimizing federal workforce strategies and driving operational efficiencies.
Prior to OPM, Catherine spent over seven years at Boston Consulting Group (BCG), where she rose to the role of Partner. At BCG, she specialized in people strategy, analytics, and large-scale business transformation, advising Fortune 500 companies on HR innovation, talent strategy, and workforce analytics. Her leadership was instrumental in shaping HR data models and predictive workforce solutions.
Earlier in her career, Catherine held roles at Deloitte, IFC – International Finance Corporation, and the American International School in Egypt, where she developed a deep understanding of business consulting, communications, and organizational change management. She holds an MBA from the University of Virginia Darden School of Business, with a concentration in Investment Banking and Business Strategy.
