Camarillo, California, United States, November 2025 — Gold Coast Health Plan (GCHP) has announced the appointment of Suma Simcoe as its new Chief Operating Officer (COO), effective October 15, 2025. Simcoe brings over two decades of managed care experience and a strong track record of driving operational transformation in healthcare organizations.
“Suma brings a wealth of operational expertise, deep understanding of managed care, and a proven record of turning complex challenges into sustainable results,” said Dr. Felix Nuñez, Chief Executive Officer, Gold Coast Health Plan.
“Her leadership will help strengthen our infrastructure and ensure we continue to deliver high-quality, member-centered care for Ventura County. We are thrilled to welcome her to the team.”
Simcoe joins GCHP after holding senior leadership positions at L.A. Care Health Plan and Molina Healthcare, where she oversaw large-scale operations across Medicaid, Medicare, and Exchange lines of business. Her experience spans key functional areas, including enrollment, claims, provider relations, grievances and appeals, payment integrity, credentialing, and vendor management.
At both organizations, she led transformative operational improvements that enhanced automation, strengthened quality performance, and implemented alternative reimbursement frameworks. Most recently, as Deputy COO at L.A. Care Health Plan, she directed strategic planning, performance monitoring, and cross-departmental coordination to improve system-wide efficiency and accountability.

Known for her collaborative leadership style and focus on continuous improvement, Simcoe has consistently driven measurable outcomes and built cultures of accountability and performance. She holds a Bachelor of Science in Behavioral Science with a concentration in Health Care Administration and a minor in Computer Science from Mercy College, New York, and is currently completing her MBA at Chapman University.
