West Des Moines, Iowa, United States, June 2025 – Justine Bell have joined Homesteaders Life Company as Chief Human Resources Officer. In her new role, Justine will join the executive leadership team and lead the development and execution of HR strategies that align people initiatives with organizational priorities. She will focus on driving performance, fostering a culture of innovation and inclusion, and implementing scalable HR systems to support the company’s continued growth as a national leader in funeral service funding.
Prior to joining Homesteaders Life Company, Justine Bell served as a Senior Executive Human Resources Consultant at Justine in HR, where she acted as a fractional Chief People Officer, Vice President of HR, and Director of HR for various organizations. In this capacity, she spearheaded HR strategy development, talent management, culture and engagement programs, and compliance initiatives. Her advisory experience spans leadership development, HR analytics, and the creation of data-driven people solutions to enable organizational effectiveness and sustainable growth.
Earlier, Justine held the position of Vice President – Head of Human Resources at OpenLoop, leading HR strategy and team development across the United States, Peru, the Philippines, and India. She managed benefits, compensation, onboarding, and employee engagement initiatives while partnering with leadership to forecast hiring needs and ensure regulatory compliance.
Justine’s HR leadership extends globally, having served as Vice President of People and Culture at SEA Electric, where she led people initiatives across Australia, Asia, Europe, and North America. Her remit included team leadership, total rewards, benefit administration, compliance, and organizational design, driving transformational change and enhancing the employee experience.
She has also made a significant impact as Vice President – Head of Human Resources and Regulatory Compliance at Data Business Equipment, Inc., guiding large-scale change management, talent management, DEI strategy, and leadership development programs to foster a high-performance culture.
Earlier in her career, Justine developed a strong foundation in HR and compliance as Chief Compliance Officer and Director of Human Resources at First Newton National Bank, Regional Operations Analyst at UnityPoint Health, and Senior Associate – Risk Advisory Services at RSM. She is also a proud member of Chief, a private network dedicated to empowering women executives in leadership roles, and a certified trainer in Crucial Conversations, supporting organizations in leadership development and communication.
