Dubai, United Arab Emirates, December 2025 – Sara Boueri has taken on the role of Group Human Resources Director at Scope Investment, expanding her remit to include F&B, healthcare and retail alongside a wider portfolio of diversified businesses. Based in Dubai, she will lead the group’s people strategy, culture, and leadership agenda across multiple sectors, supporting Scope Investment’s ambition to create sustainable growth and long-term value.
In her current role as Group Human Resources Director at Scope Investment, Sara Boueri is responsible for shaping the people and culture roadmap across a multi-sector portfolio that spans real estate, food & beverage, retail and distribution, healthcare, manpower, automotive, smart cities and other strategic investments. Drawing on her prior experience in tourism, industrials, energy, mobility and advisory, she is integrating leadership, talent, capability-building and employee experience across the group’s operations in Dubai, United Arab Emirates, and beyond.
Before joining Scope Investment, Sara served as Group Vice President of People & Culture at CAFU in Dubai, where she led the people and culture agenda for a fast-scaling, technology-led mobility and services business. Prior to that, she held the role of Chief Human Resources Officer at Future Pipe Industries in the United Arab Emirates, overseeing global HR strategy, organisational development, compensation and benefits, performance management and global talent initiatives. Her contributions in these roles earned her recognition as one of the Top 50 HR Leaders in the Middle East and CHRO of the Year at the HR Tech Summit, underlining her impact as a regional HR leader.
Earlier, Sara Boueri spent over three years as Senior Director Human Resources at the Ras Al Khaimah Tourism Development Authority in the United Arab Emirates. In this capacity, she led HR for a growing tourism ecosystem, focusing on leadership development, employer branding, stakeholder management, employee engagement and change management. Her work combined strategic data analysis, intercultural communication and a strong customer and experience lens to build a resilient people framework for a destination-driven organisation.
Before her tourism sector role, Sara served as Head of Human Resources at Otis Elevator Co. in Dubai, and later as Head of Human Resources at Al Nasr Contracting in the United Arab Emirates. Across these roles she managed end-to-end HR operations, including performance management, recruitment, learning and development, compensation and benefits, cost and risk management, and employee relations. She placed particular emphasis on organisational development, leadership pipelines, employee engagement and communication, using HR as a lever for operational effectiveness and commercial outcomes.
In the foundational phase of her career, Sara Boueri spent more than five years with ABAMI Consultancy & Training in Dubai, progressing through roles as Business Consultant, Business Consultant Team Leader and Organizational Development Manager. She worked on designing learning platforms and high-impact leadership and team effectiveness models, developing blended learning solutions and ROI measurement tools for L&D. As an MBTI Level I and II Certified Practitioner, she facilitated team and group dynamics sessions focused on self-awareness, team coaching and overcoming behavioural barriers. Earlier, she also gained experience as an Employee Welfare Counselor at nudie Foods in Sydney, New South Wales, Australia, supporting employee wellbeing in a dynamic operational environment.
