McMillan has taken on a new leadership role as Vice President of Human Resources at Amtrak, marking a significant milestone in her nearly eleven-year tenure with the organization. In this elevated position, she will oversee the strategic direction of HR practices and lead the company’s people initiatives to further enhance employee engagement, talent development, and operational excellence.
Tonia’s most recent role at Amtrak was Vice President – HR Strategy and Shared Services, where she served for almost three years, leading critical HR functions including business partnering, shared services delivery, and strategic workforce initiatives. Prior to that, she held roles as Assistant Vice President, Human Resource Business Partners, and Senior Director, HR Business Partner, where she played a key role in aligning HR strategies with Amtrak’s transportation operations across the nation.
Before joining Amtrak, Tonia held leadership roles in healthcare services. She was Executive Program Director at Serenity Health, LLC, where she was responsible for strategic planning, operational compliance, and service quality. Her leadership spanned across federal and state regulatory adherence and service efficiency.
Earlier in her career, she worked at CRC Health Group as Regional Executive Director and Clinical Supervisor, managing operations across multiple states and leading clinical services for thousands of patients. She also worked with Recovery Works as a Drug and Alcohol Prevention Specialist, where she focused on direct counseling, case management, and aftercare planning for individuals and families.
Tonia began her professional journey in financial services at MBNA, holding roles such as Customer Marketing Manager and People Satisfaction Coordinator, where she was instrumental in employee development, customer advocacy, and talent acquisition. Her multidisciplinary experience across finance, healthcare, and transportation has equipped her with a unique blend of leadership, compliance, and people-centered strategy.
