Vienna, Virginia, United States, July 2025 – Joseph DiCarlo has taken on a newly expanded role as Chief People and Administrative Officer at Clarest Health, further strengthening the executive leadership team of the organization. In this capacity, Joseph will now lead the company’s People (HR), Legal Operations, and Compliance functions, driving alignment across core administrative services to support Clarest’s mission of transforming personalized medication management.
Joseph joined Clarest Health nearly three years ago as Chief People Officer, where he played a pivotal role in strengthening talent strategy and organizational culture across a 2,100+ associate multidisciplinary healthcare organization. His work has supported Clarest’s positioning as a national leader in medication management and post-acute care services.
Prior to Clarest, Joseph was Chief People Officer at Health Monitor Network for over three years, where he built a differentiated employee value proposition rooted in diversity, equity, and inclusion, and helped navigate the organization through the complexities of the COVID-19 pandemic. Under his leadership, Health Monitor earned recognition as a Great Place to Work three years in a row.
Earlier in his career, he spent nearly nine years at WESTMED Practice Partners, eventually rising to the position of Chief Talent and Engagement Officer. There, he led HR, talent development, and payroll functions across a nationally acclaimed ambulatory physician system, helping it achieve national honors for workplace excellence and patient satisfaction.
Before WESTMED, Joseph held HR leadership roles at Porter Novelli, an Omnicom Group company, and began his consulting journey with PwC, Mellon HR Solutions, and Aon Hewitt, gaining deep expertise in employee benefits, compliance, and systems optimization. His career foundation, including early operations experience at McDonald’s, reflects his long-standing passion for people, process, and performance.
