Cambridge, England, United Kingdom, January 2026 — Phoebe Garfinkel has taken on a new role as Global Human Resources Business Partner at AstraZeneca, moving into a strategic global leadership position after an impactful tenure as Head of HR, AstraZeneca UK.
Phoebe has spent over five years with AstraZeneca, most recently leading the HR function for AstraZeneca UK, where she steered enterprise-wide people, organisation and culture strategies for the company’s UK operations. In this role, she championed inclusion, diversity, equity and belonging initiatives, strengthened leadership capability and placed employee experience at the core of business transformation across the country.
Prior to this, she served as Director, Talent & Development – Biopharma at AstraZeneca, leading comprehensive global talent and leadership development strategies spanning Europe, Canada, the United States and Japan. Her work focused on accelerated career progression, senior team effectiveness, upskilling programs and enterprise retention frameworks across commercial and medical functions.
Before joining AstraZeneca, Phoebe was Director, Organizational Development – Europe at Teach For All, where she built large-scale leadership development ecosystems across more than 20 European countries, advising CEOs and executive teams on organizational growth, culture building and transformation strategies.
Earlier in her career, she held strategic leadership roles at Graham-Pelton Consulting and worked on global development initiatives with Cornell University, FAO and Shelburne Farms, building a distinctive blend of people strategy, social impact and organizational development expertise.
