Yerevan, Armenia, March 2025 – The Ministry of Finance of the Republic of Armenia has announced the appointment of Anoush Ter-Vardanyan as Head of the Human Resources Management Department. In this role, Anoush will be responsible for shaping HR policies, workforce planning, and talent development initiatives within the ministry, ensuring alignment with public administration best practices.
Prior to stepping into this leadership role, Anoush served as an Advisor in the Human Resources Management Department at the Ministry of Finance, where she contributed to HR policy formulation, organizational development, and employee engagement strategies. Her extensive background in public administration and strategic HR has positioned her as a key figure in modernizing HR functions within government institutions.
Before joining the Ministry of Finance, Anoush worked as a Management Consultant, advising organizations on HR policies, strategic workforce planning, and organizational consulting. She also held key roles in The World Bank’s initiatives to support Armenia’s justice sector reform and civil service training, where she played an instrumental role in analyzing HR frameworks, competency development, and policy enhancements.
Previously, Anoush served as a Senior Management Consultant and Human Resource Manager at Avenue Consulting Group, where she was responsible for HR strategy, performance evaluation systems, job grading frameworks, and talent management solutions for multiple organizations. She has also worked on EU-funded public administration and human resources reform projects, enhancing HR policies and governance structures in Armenia.
With a career spanning over two decades in HR leadership, public administration, and strategic consulting, Anoush brings a wealth of expertise in organizational effectiveness, policy development, leadership development, and project management.
