Visakhapatnam, Andhra Pradesh, India, September 2025 – Dr. Rakesh Nandan Sahay has been appointed as the next Director (Personnel) of Rashtriya Ispat Nigam Limited (RINL). With over two decades of leadership experience across the power and fertilizer sectors, Dr. Sahay brings deep expertise in strategic HR, policy formulation, industrial relations, and corporate communications.
Dr. Sahay is currently serving as Additional General Manager (HR) at NTPC Limited, posted at NTPC NETRA, Greater Noida, where he has been contributing to human capital strategies and people development for the past two years.
Before this, he briefly served as Chief Human Resource Officer at Hindustan Urvarak & Rasayan Ltd. (HURL) in New Delhi, where he played a key role in aligning HR strategy with business transformation, employer branding, and inclusion initiatives.
Earlier, he was Chief Human Resource Officer at Kanti Bijlee Utpadan Nigam Limited (KBUNL) in Muzaffarpur, Bihar, for over two years. In this role, he focused on strengthening HR practices, policy development, and community development initiatives to support the company’s operational goals.
Dr. Sahay has also led HR operations as Additional General Manager (HR) at NTPC’s Tapovan & Lata Hydro Power Project in Uttarakhand, overseeing HR functions for critical hydro projects under execution in the challenging terrain of the Ganga Basin.
In his earlier assignments at NTPC, he held progressively senior HR leadership roles across locations such as NETRA, Greater Noida; PVUNL, Patratu; NTPC Coal Mining Projects, Hazaribagh; and Singrauli and Faridabad power stations. Over more than two decades at NTPC, he established himself as a versatile HR leader with contributions spanning HR policy formulation, talent development, grievance handling, industrial relations, and strategic communications.
Dr. Sahay holds a Post Graduate Diploma in Personnel Management & Industrial Relations (PGDPM & IR) from Xavier Institute of Social Service (XISS), Ranchi, where he was awarded the prestigious NIPM Gold Medal. He also holds a Law degree (LLB) from CCS University and has submitted his PhD thesis in Human Resource & Organizational Behaviour at Ranchi University on the topic “A Critical Evaluation of Human Resource Practices in the Power Sector.”
