Visakhapatnam, Andhra Pradesh, India, February 2026 — Dr. Rakesh Nandan Sahay has assumed charge as Director (Personnel) at Rashtriya Ispat Nigam Limited (RINL). With over 29 years of extensive experience in human resource management, he brings deep expertise in strategic HR, organisational development, industrial relations, and change management across the power, mining, renewable energy, and research sectors.
Before taking over this role at RINL, Dr. Sahay held senior HR leadership positions at NTPC Limited and its joint ventures with Indian Oil Corporation and Coal India Limited, as well as collaborations with various state governments. In these roles, he played a key part in managing HR functions for large greenfield and brownfield projects, and supported major project transitions and takeovers spanning thermal, hydro, gas, and mining operations.
Over the past several years, he has served in multiple senior capacities including Additional General Manager (HR) at NTPC, Chief Human Resource Officer at Hindustan Urvarak & Rasayan Ltd. (HURL), and Chief Human Resource Officer at Kanti Bijlee Utpadan Nigam Limited. He also led HR for the NTPC Tapovan & Lata Hydro Power Projects in Uttarakhand and held important leadership roles at NTPC NETRA Greater Noida and PVUNL Patratu, where he contributed to HR policy formulation, employer branding, and organisational capability building.
Dr. Sahay is an alumnus of Xavier Institute of Social Service, Ranchi, where he earned a PGDPM in Personnel Management & Industrial Relations with a gold medal from NIPM. He also holds an LLB from CCS University and has submitted his final doctoral thesis on “A Critical Evaluation of Human Resource Practices in the Power Sector” for a PhD in HR & OB at Ranchi University.
In his new role at RINL, Dr. Sahay is expected to strengthen the organisation’s people strategy, industrial relations framework, and talent development initiatives as the company continues to advance its operational and strategic priorities.
