Vancouver, Washington, United States, August 2025 — C-TRAN has announced the appointment of Jenapher Dues, SHRM-CP as Chief Human Resources Officer (CHRO). In her new role, Jenapher will lead C-TRAN’s human resources strategy, focusing on employee engagement, talent development, and fostering a workplace culture that supports operational excellence across the agency’s award-winning transit services.
Jenapher has been with C-TRAN for more than 11 years, holding a series of leadership positions within the HR function. Most recently, she served as Director of Human Resources, where she played a key role in shaping HR policies and initiatives to support the agency’s growth and innovation. Her earlier role as Manager of Human Resources saw her driving improvements in workforce planning, employee relations, and training programs.
Before joining C-TRAN, Jenapher was Human Resources Generalist (Interim HR Manager) at the National University of Natural Medicine, where she oversaw recruitment, compliance, and employee development. She began her HR career at Sears Holdings Corporation, serving for a decade as Human Resources Lead/Payroll Administrator, where she developed expertise in HR operations, payroll management, and workforce engagement.
Her extensive HR background, coupled with her deep understanding of C-TRAN’s mission and values, uniquely positions her to strengthen the agency’s human capital strategies as it continues to serve the Clark County and Vancouver-Portland region.
