Kelowna, British Columbia, Canada, February 2025 – Jessica Hleuka has been promoted to Vice President, People & Business Services at Traine Construction and Development, where she will oversee HR strategy, business services operations, and workforce development. Her leadership will be key in driving talent management, employer branding, and business process improvements, supporting Traine’s mission of delivering excellence in multi-family residential construction.
Jessica has been with Traine Construction and Development for nearly five years, holding key leadership roles in People & Culture. Most recently, she served as Director, People & Culture, where she played a pivotal role in developing HR frameworks, enhancing employee engagement, and strengthening recruitment strategies. Prior to that, she held the role of Senior Manager of People & Culture, focusing on HR operations, benefits design, and labor compliance.
Before joining Traine, Jessica spent over 13 years at BC Public Service, where she held multiple leadership roles, including Senior Facilities Portfolio Manager, overseeing 65 Service BC offices across British Columbia. As Division Operations & Projects Manager, she managed government corporate services, HR initiatives, and financial operations. Her earlier roles included Project Manager and Senior Project Management Analyst, where she led organizational development programs and strategic telecommunications governance.
Jessica’s early career included a tenure as Senior Project Management Advisor at Integrated Case Management Project, where she contributed to software and business integration initiatives supporting critical government social programs. Throughout her career, she has honed expertise in project management, employee relations, talent acquisition, business operations, and strategic planning.
