Kingston, Jamaica, February 2026 — Liberty Latin America has appointed José Rivera as Vice President & Chief Technology Officer (VP CTO), Liberty Caribbean. In this role, José will lead the technology agenda across Liberty’s Caribbean operations, strengthening network resilience, continuity planning, and innovation across connectivity and digital services.
José’s appointment comes at a critical time for the region. Since joining, his work has already been recognized as highly impactful, particularly as he stepped into the role during Hurricane Melissa, when Liberty’s infrastructure and on-the-ground efforts played a vital role in supporting the people of Jamaica. The organization expects his leadership to continue driving technology execution that supports essential services across the Caribbean.
In his new leadership position at Liberty Latin America, José Rivera brings extensive global experience in telecommunications infrastructure, network delivery, and large-scale technology transformation.
Prior to joining Liberty, José served as an Advisor (Self-employed), supporting strategic technology direction and leadership guidance across organizations.
Before this, he spent over four years as Chief Technology Officer at Vantage Towers, based in Düsseldorf, where he led the company’s technology strategy for tower infrastructure and operational capabilities.
Earlier, José built a long and distinguished career at Vodafone, spanning more than two decades. His most recent role at Vodafone was CTO, Vodafone Towers Europe, where he supported tower technology leadership across European markets. Prior to that, he served for nearly seven years as Head of Network Delivery in Portugal, responsible for low-level design, implementation, optimization of mobile access and transport networks, and end-to-end planning, engineering, and delivery of fixed network infrastructure—reporting directly to the Portuguese CTO.
During this period, he played a pivotal role in the Vodafone Spring Plan for Portugal (2014–15), focused on radio network modernization, LTE expansion, and FTTH expansion. Under this program, thousands of sites were modernized across 2G/3G/4G, with high-capacity backhaul and significant fibre enablement. He also contributed to Vodafone Portugal’s fixed network growth and enterprise connectivity expansion initiatives.
José also held earlier Vodafone roles including Head of Core & Transport Engineering, Head of Transport Engineering, and Core Planning Manager, developing deep expertise across network architecture, transport planning, and strategic infrastructure rollout.
