Ottawa, Ontario, Canada, March 2025 – Penny Dockrill has taken on the role of Director, People and Culture at the Mental Health Commission of Canada (MHCC). Reporting to the Chief Culture and People Officer, Penny will lead initiatives that foster a psychologically safe, inclusive, and high-performing workplace, aligning people-first strategies with operational excellence in the healthcare sector.
Before joining MHCC, Penny served as Director, Total Rewards and HR Operations at Bench Accounting, where she led a remote team of HR professionals and oversaw People Operations, HR Tech, Facilities, and Total Rewards. She partnered with the executive team to implement scalable HR solutions across Canada.
Previously, she was Director, People & HR Operations & Total Rewards at Wattpad, where she embedded optimized HR processes across matrixed entities, driving alignment between HR and business strategy in a global entertainment tech environment.

Penny also held the role of Manager, HR Operations & Total Rewards at Payments Canada, where she led talent acquisition, diversity initiatives, HR technology implementations, and total rewards for a rapidly evolving fintech organization.
Her earlier career includes over seven years at Algonquin College, where she rose from HR Business Partner to Manager, Talent and HR Programs. There, she drove DEI strategies, succession planning, and talent development across a 4,000+ employee base. She began her career in HR leadership at PCL Construction, managing recruitment and performance strategies in a high-demand engineering environment.
