Kigali City, Rwanda, December 2025 — The Development Bank of Rwanda (BRD) PLC has announced the appointment of Stella Rusine Ntez as Chief Executive Officer. In her new role, Ntez will lead BRD’s strategic direction, strengthening development finance initiatives, climate and macroeconomic resilience, and financing programs that accelerate private sector growth across Rwanda’s priority sectors including energy, export, agriculture, housing and education.
At Development Bank of Rwanda (BRD) PLC, Stella Rusine Ntez has assumed the role of Chief Executive Officer, bringing more than a decade of experience in macroeconomic policy, debt sustainability, climate finance and development economics. Her leadership is expected to further deepen BRD’s role as a trusted national development finance institution.
Prior to joining BRD, at the Ministry of Finance and Economic Planning, Rwanda, Ntez served as Chief Economist and earlier as part of the Debt Management Directorate, where she shaped Rwanda’s Medium-Term Economic Framework, coordinated sovereign debt strategies, led Eurobond transaction coordination, and strengthened fiscal sustainability frameworks while navigating complex global economic disruptions.
Earlier, she headed the Macroeconomic Policy Directorate within the Ministry, leading national macroeconomic policy development and economic surveillance initiatives that supported fiscal resilience and long-term growth.
Previously, she served as External Sector Economist at the Ministry of Finance and Economic Planning, where she built deep expertise in balance of payments, external sector monitoring, and macroeconomic risk management across Rwanda’s evolving economy.
She began her professional career at Matrix Business Solutions, Kigali, as Finance and Administration Officer, developing foundational expertise in finance operations, compliance and organizational administration that supported her later public finance leadership.
Stella Rusine Ntez holds a Master of Science in Economics from the National University of Rwanda, further strengthening her technical foundation in macroeconomic analysis, development finance and public policy leadership.
