Virginia Beach, Virginia, United States, February 2026 —NAVY EXCHANGE SERVICE COMMAND (NEXCOM) has appointed Stephen DerManuelian as Chief Human Resources Officer and Senior Vice President, strengthening its executive leadership as it advances its global workforce and mission readiness agenda.
In his new role, Stephen will lead enterprise-wide human resources strategy and services delivery across NEXCOM’s six global business lines and more than 14,000 associates worldwide. As CHRO and SVP, he will oversee talent acquisition, workforce development, compensation and benefits, labor relations, leadership training, and HR operations to support NEXCOM’s mission of enhancing Navy quality of life programs for active duty military, retirees, reservists, veterans, Department of Defense civilians, and their families.
Prior to joining NEXCOM, Stephen served as Vice President Human Resources – North America at Truck-Lite, where he led regional HR strategy and operational execution across North America, strengthening workforce capability and aligning people strategy with business transformation initiatives.
Earlier, he was Vice President of People and Culture at IPP – Independent Pet Partners, where he directed all aspects of human resources for multiple retail brands including Chuck & Don’s, Natural Pawz, Loyal Companion, and Kriser’s. He led HR strategy across mergers and acquisitions, compensation, payroll, learning and organizational development, field HR, and legal compliance.
Stephen also held senior executive leadership roles at Fleet Farm as Senior Vice President & Chief Human Resources Officer, where he led a team of 70 HR professionals across the Midwest and oversaw benefits, payroll, talent acquisition, executive coaching, and enterprise-wide leadership development programs.
Earlier in his career, he served as Senior Vice President Human Resources at Marsh Supermarkets, and held multiple Vice President-level HR leadership roles at OfficeMax, where he led field and corporate HR functions supporting thousands of associates across retail stores and distribution facilities nationwide.
His career foundation includes progressive HR leadership roles at Best Buy Company, ACCENTURE HR SERVICES, Shaw’s Supermarkets, Inc., and earlier operational leadership roles in retail management.
Stephen’s appointment reflects NEXCOM’s continued commitment to strengthening enterprise HR leadership to support global mission readiness, workforce resilience, and operational excellence.
