La Crosse, Wisconsin, United States, March 2025 – Emily Weaver has been elevated to the position of Vice President of Human Resources & University Counsel at Viterbo University, where she will lead the university’s strategic human capital initiatives while serving as a key legal advisor to the administration. Her role reflects a combination of HR and legal expertise, aimed at advancing Viterbo’s mission-driven approach to education and workplace culture.
Emily joined Viterbo University in mid-2023 as Chief Human Resources Officer, where she helped strengthen the institution’s HR strategy and compliance framework. In her expanded role, she now also takes on university counsel responsibilities, integrating legal oversight with HR leadership to ensure organizational resilience.
Before Viterbo, Emily worked at PacifiCorp, where she served as Director of Diversity, Equity and Inclusion, leading impactful DEI initiatives across the utility provider’s vast network. Earlier, as a Labor Relations Specialist, she played a crucial role in managing employee relations and policy development.
Emily also brings legal expertise from her time at Legal Aid of Wyoming, where she practiced as an Attorney, specializing in labor and employment law. Her background in higher education administration includes her time at the University of Notre Dame, where she worked as Senior Deputy Title IX Coordinator and Lead Investigator, as well as a prior EEO Consultant role.
Earlier in her career, she served as Assistant Research Scientist and HIPAA Privacy Officer at the University of Wyoming, contributing to research oversight and data privacy compliance.
She holds a Master of Public Administration (MPA) from the University of Wyoming.
