Ian O'Carroll Appointed as Group Head – Human Capital COE at Grupo Unicomer / Unicomer Group

San Salvador, El Salvador, December 2025 — Grupo Unicomer / Unicomer Group has announced the appointment of Ian O’Carroll as Group Head – Human Capital Centre of Excellence (COE), overseeing Learning & Development, Talent Acquisition & Management, and Organisational Effectiveness. In this role, Ian will lead the group-wide people strategy across Unicomer’s multi-country operations, strengthening talent systems, leadership capability, and organisational effectiveness aligned with business growth.

In his most recent role prior to joining Unicomer, Ian O’Carroll served for over six years as Global Director – People Business & Talent Partner at Liberty Latin America, based in Panama. He played a pivotal role in establishing a new global headquarters, building HR operations from greenfield stage to a workforce of over 500 employees, while leading people strategy across total rewards, talent, workforce planning, DEI, restructuring, and M&A initiatives in close partnership with C-suite leadership.

Before Liberty Latin America, Ian was Regional People Business Partner at A.P. Moller – Maersk, where he led major HR and culture transformation initiatives across Panama. His responsibilities included decentralising HR processes, driving talent and rewards strategies, and acting as the focal HR lead during the Maersk Line and Hamburg Süd operations merger, significantly expanding workforce scale and organisational complexity.

Earlier, Ian worked as Senior Consultant – HR & Digital Transformation at Huawei Technologies in Shenzhen, China. In this role, he partnered with global CHROs and CPOs on HR readiness for digital and 5G transformation, talent strategy roadmaps, and competency model design for technology and IT leadership functions.

His earlier career includes leadership roles in learning, talent, and change management across organisations such as Expert Global Solutions (Alorica), Digicel Group, LexisNexis, CEMEX, Meeting Point, and IBM, spanning regions including Europe, Latin America, and Asia. Across these roles, Ian consistently focused on leadership development, organisational transformation, and enterprise-wide capability building.

Ian O’Carroll is currently pursuing advanced academic qualifications in business intelligence and leadership. He is enrolled in a Master of Technology (MTech) in Business Intelligence & Big Data at ENEB – Escuela de Negocios Europea de Barcelona, along with a Master of Business Administration (MBA) from Universidad Isabel I.
