Beijing, China, April 2025 — Ajay Bhushan Pandey has been appointed Vice President, Investment Solutions at the Asian Infrastructure Investment Bank (AIIB), taking charge of key departments including Sectors, Themes and Finance Solutions, Sustainability and Fiduciary Solutions, and Portfolio Management. A distinguished former civil servant with decades of experience across digital governance, fiscal policy, and economic reform, Ajay brings a unique blend of public policy expertise and innovation-driven leadership to this critical global role.
Ajay previously served as Chairperson of the National Financial Reporting Authority (NFRA), where he spearheaded regulatory oversight and accounting reforms for enhanced corporate transparency and accountability in India. Prior to that, he held multiple senior positions in the Indian Ministry of Finance, including Finance Secretary, Revenue Secretary, and Chairman of the Goods and Services Tax Network (GSTN). His leadership during the COVID-19 crisis was instrumental in implementing the Atmanirbhar Bharat economic recovery package and executing India’s landmark corporate tax reforms.
As CEO of the Unique Identification Authority of India (UIDAI), Ajay led the expansion of Aadhaar—a digital identity initiative reaching over 1.2 billion citizens—integrating it across subsidy delivery, financial inclusion, and digital governance platforms. Under his stewardship, Aadhaar achieved international recognition for its scale, efficiency, and public value, and helped the Indian government save over ₹1.4 lakh crore by reducing leakages and improving targeting.
Ajay’s tenure in the Indian Revenue Department saw the rollout of sweeping direct tax reforms, including faceless assessment systems, automated income tax filings, and the use of advanced data analytics for compliance and fraud detection. In his role as Chairman of GSTN, he oversaw the stabilization and scaling of India’s Goods and Services Tax regime, using technology to simplify compliance and boost collections even amid pandemic challenges.
At AIIB, headquartered in Beijing, Ajay is expected to drive strategic investment frameworks and integrate sustainability and innovation at the heart of infrastructure financing across Asia. His appointment underscores the Bank’s commitment to embedding digital transformation and environmental resilience into its investment agenda.
