Selangor, Malaysia, December 2025 – Chin Wei Joyce Chen has stepped into the role of Head of Group People & Culture at IOI Properties Group Berhad (IOIPG), one of Malaysia’s most prominent and award-winning integrated property developers. In this pivotal role, Joyce will lead the Group’s human capital transformation efforts across its diverse business verticals, including property development, investment, leisure, and hospitality.
Her mandate includes driving strategic HR initiatives, building a high-impact talent pipeline, and fostering a future-ready, values-driven culture aligned with IOIPG’s continued expansion in Malaysia and abroad.
Prior to her appointment at IOIPG, Joyce Chen served as General Manager – Human Capital at NCT Group of Companies, where she led the Group HR function for four major verticals: Property, Construction & Engineering, Hospitality, and Education. Her tenure was marked by cross-sector transformation and integrated human capital initiatives.
Before that, she was Human Resource Director at Din Tai Fung Malaysia, overseeing end-to-end HR functions and operations for the premium F&B brand. Earlier, as General Manager – People & Culture at Chin Hin Group, she spearheaded strategic people initiatives across more than 40 companies and six industries, managing over 2,000 employees.
Joyce also held key HR leadership roles at Infosys Malaysia, SF Express, and Sunway Property, where she gained deep experience across talent acquisition, organizational development, HR business partnering, and regional people strategy, including leadership of South Asia HR operations from Singapore.
Her early background as a Quality Management Representative and Senior Business Process Analyst also gives her a unique edge in aligning HR excellence with operational performance and business process innovation.
