New York City, New York, United States, July 2024 – Dave Dowling has been appointed as the Vice President, Human Resources, Technology Lifecycle Services at IBM. With over 25 years of experience at IBM, Dave brings a wealth of knowledge and expertise to his new role.
Dave Dowling has been with IBM for over 25 years. Most recently, he served as the HR Executive – Products, IBM Software in Austin, Texas, for approximately 2.5 years, where he led a team of senior HR leaders responsible for the people and culture strategy planning and execution, providing close counsel to IBM’s Senior Vice President, Products IBM Software, and other senior stakeholders.
Prior to that, Dave was the Director, HR Business Development Global M&A based in Armonk, New York, for about 5.5 years. In this role, he managed a global organization of client-facing senior HR Business Development Consultants, leading global HR due diligence, contract negotiations, and integration planning for acquisitions, divestitures, and other deal constructs. He also led a global team of executive change consultants focused on organizational design initiatives for inbound and outbound transactions.
Earlier in his career, Dave served as an HR Business Development Consultant in the Tucson, Arizona area for nearly 4 years. He led global human resources due diligence, contract negotiations, and integration planning for acquisitions and divestitures. His responsibilities included evaluating the human resource impact of transactions, designing retention programs, and negotiating HR terms and conditions for inbound and outbound transactions.
Dave also held the role of HR Location Leader-West Region in Tucson, Arizona, for over 2 years, where he managed a team of area HR Partners in the West Region. He was responsible for the successful development and implementation of strategic HR programs and provided a variety of services to managers and employees in support of effective HR policies and processes.
Before joining IBM, Dave worked at Internet Security Systems, Inc. (ISS), which was acquired by IBM in 2006. He held several positions, including Director, HR Business Services and Recruiting Manager. He built and led the global talent efforts for the organization and was responsible for providing strategic direction and counsel for HR programs and policies.
Dave began his career at Southwire Company in Carrollton, Georgia, where he worked as a Recruiter for 4 years. He managed international recruiting programs, national college recruiting programs, and company relocation policies.
