Portland, Oregon, United States, June 2025 – Portland Public Schools has announced the appointment of Dr. Angela Freeman as the new Chief Human Resources Officer, marking a significant step as the district advances its mission of inclusive and equitable education for all students. In her new role, Dr. Freeman will oversee all HR strategies, focusing on workforce excellence, staff development, and strengthening organizational culture across one of the largest school districts in the Pacific Northwest.
Dr. Freeman brings more than two decades of dynamic leadership in education and human resources, having most recently served as Assistant Superintendent at Gresham-Barlow School District 10J, where she led HR strategy, talent management, and leadership development. Prior to this, she held roles as Executive Director of Human Resources at Gresham-Barlow and Assistant Superintendent of Human Capital Management at Reynolds School District, where she pioneered equity-driven HR initiatives and led large-scale professional development for leaders and educators.
Earlier in her career, Dr. Freeman served as Principal at West Linn Wilsonville and Beaverton School Districts, where she built award-winning academic improvement programs, advanced community inclusion, and implemented coaching models to support classroom diversity and inclusive practices. Her tenure as Principal at Ridgefield Public Schools was marked by significant gains in student achievement and multiple state and county awards for school distinction and progress.
Dr. Freeman’s experience extends into higher education as an instructor at the University of Phoenix and Oregon State University, where she taught multicultural and developmental education at the graduate level. Her early leadership at Evergreen Public Schools provided a strong foundation in operational excellence, mentorship, and faculty development.
