Julia Leung Appointed as Chair of IOSCO's Asia-Pacific Regional Committee

Julia Leung, the CEO of the Hong Kong Securities & Futures Commission (SFC), has been appointed as the Chair of the Asia-Pacific Regional Committee (APRC) of the International Organization of Securities Commissions (IOSCO). Her two-year term is set to commence in May 2024, coinciding with the annual meeting of IOSCO.

This prestigious appointment marks a significant milestone in Leung’s illustrious career in financial regulation and underscores her expertise and leadership within the global securities sector. IOSCO, as the leading international body that unites the world’s securities regulators, plays a pivotal role in setting global standards for the securities industry. The organization’s membership spans over 130 jurisdictions, regulating more than 95% of the world’s securities markets.

The APRC, under IOSCO, addresses regional issues concerning securities regulation and consists of 21 jurisdictions within the Asia-Pacific region, in addition to nine non-voting members. The committee’s work is crucial for enhancing cooperation among securities regulators in the region, fostering the development of robust regulatory frameworks, and ensuring the stability and integrity of financial markets.

The SFC has expressed its support and enthusiasm for Julia Leung’s new role, highlighting the positive impact her leadership is expected to have on both the APRC and the broader international regulatory landscape. With her extensive experience and a deep understanding of securities regulation, Leung is well-positioned to guide the APRC in addressing the unique challenges and opportunities facing the Asia-Pacific securities markets.

As Chair, Leung will focus on promoting regulatory consistency and cooperation among member jurisdictions, facilitating dialogue on emerging market trends, and advocating for the adoption of IOSCO’s standards across the region. Her leadership will be instrumental in steering the APRC towards achieving its objectives of safeguarding market integrity, protecting investors, and ensuring fair, efficient, and transparent markets.

The securities industry eagerly anticipates the contributions that Julia Leung will bring to her new role, as she is set to lead the APRC in navigating the evolving regulatory landscape and enhancing the resilience of Asia-Pacific’s securities markets.
