Exeter, England, United Kingdom, February 2026 — Bromford Flagship LiveWest has announced that Paul Turner has started a new position as Chief People Officer. Based in Exeter, Paul will hold executive responsibility for People Services/HR, Payroll, Academy, Fleet & Facilities, supporting the newly formed organization following the merger of Bromford Flagship and LiveWest.
With the demand for affordable housing and high-performing housing associations continuing to rise across the UK, Paul’s appointment comes at a pivotal time as Bromford Flagship LiveWest strengthens its people capabilities to support scale, service excellence, and long-term growth. The organization’s 5,600 colleagues play a critical role in delivering services and outcomes for over 300,000 customers, with a footprint of more than 120,000 homes across east, central, and southwest England, and a commitment to deliver over 50,000 homes by 2040.
Prior to his appointment as Chief People Officer at Bromford Flagship LiveWest, Paul Turner served for over 2 years as Executive Director of People & Communications at LiveWest, based in Exeter. In this role, he led the people and communications agenda for an organization of 1,700 colleagues, which owns and manages over 40,000 homes across the South West, with ambitious plans to invest £1bn in the South West economy and build 5,000 new homes over the next five years.
Before LiveWest, Paul took up interim leadership assignments at Nisbets in the City of Bristol, serving as Interim Head of HR – Europe and UK&I and earlier as an Interim HR Project Manager, strengthening his experience in HR leadership and program delivery in commercially dynamic environments.
Earlier, Paul spent over 5 years at Princess Yachts as HR Director, serving as an Executive Board member responsible for HR and Learning & Development for 3,200 employees in Plymouth, UK. During this period, he worked in a highly skilled manufacturing environment, supporting a globally recognized yacht-building organization with a long legacy, including operating during a private equity ownership transition.
In parallel, Paul contributed to national and civic capability-building agendas, serving as a Member of the UK Shipbuilding Skills Taskforce under the National Shipbuilding Office, supporting the development of a future-focused skills strategy for UK shipbuilding. He also served as Chair of the Employment & Skills Board at Plymouth City Council, contributing to local strategic leadership on workforce development, productivity, and employment outcomes.
Paul also held the role of HR Director (UK) at Refresco, where he carried Board-level HR responsibility for the UK operation of a major European bottler of soft drinks and fruit juices.
Earlier in his career, he spent around 6 years at Gregory Distribution (Holdings) Ltd as Head of Human Resources, leading HR and staff training for a workforce of 2,000 employees across 30 sites in the UK. He also worked as an HR Business Partner at Flybe, supporting complex employee relations environments, including engagement with BALPA, and began his early HR leadership journey as an HR Adviser at AgustaWestland (Leonardo) supporting employees in advanced manufacturing operations.
