London, United Kingdom, March 2025 – Rachel Woolf has joined Telecom Infrastructure Partners (TIP) as Chief People Officer, bringing over two decades of leadership in human resources, organizational development, and talent strategy. In this role, she will be instrumental in shaping the company’s people strategy, fostering a high-performance culture, and driving workforce scalability to support TIP’s ambitious growth in telecommunications and digital infrastructure investment.
Before joining Telecom Infrastructure Partners, Woolf was People Director at Zzoomm, where she led the HR function for a private equity-backed broadband company, growing the workforce by 466% in the first year and 188% in the second. She played a pivotal role in organizational development, mergers & acquisitions, talent acquisition, and leadership development, enabling the company’s rapid expansion in the competitive broadband market.
Prior to Zzoomm, she was Human Resources Director at Circassia (now NIOX Group plc), an AIM-listed medical device company specializing in respiratory disease solutions. During her tenure, she led HR operations across the UK, Germany, Italy, and China, playing a critical role in establishing new business entities, developing global HR frameworks, and implementing succession planning.
Earlier, Woolf held leadership roles in higher education, serving as Assistant HR Director at the Royal College of Art and University of West London. She was a key contributor to employment framework redesign, policy implementation, and employee engagement initiatives, ensuring HR excellence in academic institutions.
Her career began in HR management roles at Chelmsford College, AXA, and Hays, where she built a strong foundation in recruitment, employee relations, and talent strategy.
