Raleigh, North Carolina, United States, September 2025 – Rich Towler has joined Swinerton as the new Chief People Officer, bringing with him over two decades of strategic HR leadership experience across complex, multi-site organizations. In his new role, Rich will lead Swinerton’s Talent First and Human Resource function, overseeing a wide range of areas including talent management, acquisition, total rewards, learning and development, HR analytics, HR technology, and culture transformation.
Before joining Swinerton, Rich Towler served as Vice President of People, Culture & Talent at MasTec Utility Services for over three years, where he partnered with executive leadership to craft and execute human capital strategies that supported both organizational transformation and employee engagement. He played a key role in building talent frameworks, leading HR teams, and enhancing the employee experience across a complex and growing utility infrastructure business.
Prior to MasTec, Rich was Vice President of Human Resources at Form Technologies, where he led global talent and HR strategy across four divisions. His leadership extended to managing succession planning, talent review, and leadership development while supporting organizational effectiveness initiatives. He also played a significant role in horizontal workstream integration and M&A due diligence, enhancing cross-functional collaboration and capability development.
Rich also held senior HR roles at Domtar, Berry Global, and Edwards Brothers Malloy, where he gained deep experience in strategic workforce planning, union and non-union labor relations, organizational effectiveness, and global HR systems implementation. His early experience managing HR and EHS across multiple U.S. sites provided the foundation for his people-first, results-driven leadership style.
