New Delhi, Delhi, India, October 2025 – The Public Enterprises Selection Board (PESB), Department of Personnel & Training, Government of India, in its selection meeting held on October 4, 2025, has recommended Shri Saleem Ahmad for the position of Chairman & Managing Director (CMD), Rail Vikas Nigam Limited (RVNL). Ahmad currently serves as Director (Projects) at NBCC (India) Limited, where he has been leading major infrastructure initiatives with a focus on strategic execution, innovation, and sustainability.
The recommendation highlights PESB’s emphasis on selecting leaders who demonstrate vision, strategic insight, and proven administrative acumen—qualities vital for steering RVNL’s ambitious modernization and infrastructure development projects. As India’s railway network undergoes rapid transformation, the appointment of Saleem Ahmad is seen as a move to reinforce RVNL’s leadership in executing high-impact projects across the country and abroad.
The PESB’s recommendation will now be forwarded to the Appointments Committee of the Cabinet (ACC) for final approval. Upon confirmation, Saleem Ahmad will assume charge as CMD, leading RVNL into a new phase of innovation, operational efficiency, and infrastructure expansion aligned with India’s transportation vision.
Saleem Ahmad brings over 33 years of experience in the construction and infrastructure sector, underpinned by his technical expertise and visionary leadership. A Civil Engineer by profession, he has successfully executed complex, multidimensional projects across India’s public infrastructure landscape.
Before joining NBCC (India) Limited, he served as Executive Director (Civil) with the Delhi Metro Rail Corporation (DMRC), where he spent 23 years driving urban transport transformation. His work at DMRC included designing and implementing last-mile connectivity solutions, promoting sustainable infrastructure, and contributing to major metro and tunnel construction projects.
Earlier in his career, Ahmad worked with the Mumbai Port Trust, where he gained valuable experience in port infrastructure and urban development. Over the years, he has developed deep expertise in bridge and tunnel engineering, as well as in residential and commercial building projects—a combination that reflects his versatility as an infrastructure leader.
An alumnus of Jamia Millia Islamia University, New Delhi (1990 batch), he holds a Bachelor’s degree in Civil Engineering and has presented several papers on sustainable infrastructure and urban mobility at national and international forums, reinforcing his thought leadership in the field.

Rail Vikas Nigam Limited (RVNL), a Navratna Central Public Sector Enterprise (CPSE) under the Ministry of Railways, was incorporated in 2003 to address India’s growing infrastructure needs by implementing projects on a fast-track basis. Serving as the construction arm of the Ministry of Railways, RVNL undertakes end-to-end project execution—from concept to commissioning—across diverse railway infrastructure initiatives.
