See L. Appointed as Regional Head of People, SEA & Oceania at Cathay Pacific

Singapore, September 2025 — See L. has been appointed as the Regional Head of People, SEA & Oceania at Cathay Pacific. In this expanded role, See will oversee people strategies, organizational effectiveness, and talent management initiatives across Southeast Asia and Oceania, strengthening Cathay Pacific’s regional HR leadership as the airline continues to grow its global footprint.

See has been with Cathay Pacific since 2021, where she most recently served as Regional Head of People, SEA. During this period, she was responsible for driving HR strategy across the region, with a strong focus on talent development, organizational design, and workforce engagement to support Cathay Pacific’s transformation agenda.

Prior to joining Cathay Pacific, See was with Rio Tinto as Human Resource Business Partner for its Commercial division in Singapore. There, she partnered with senior leaders on strategic HR initiatives, talent management, and change management programs to support business performance in a global mining environment.

Earlier, she spent six years with LEO Pharma A/S in Singapore, where she led HR for South Asia in areas of compliance, payroll, and talent management. She also held responsibility for building people practices to strengthen organizational effectiveness.

See began her career in HR leadership with SABIC Innovative Plastics, managing HR across Singapore and ANZ, and with Franklin Offshore International Pte Ltd, where she contributed to HR operations, payroll, and talent management functions. This broad experience across multiple industries has given her deep expertise in managing diverse workforce needs across geographies.

She holds a Bachelor’s degree in Human Resources Management from Nottingham Trent University, which has provided her with a strong academic foundation to complement her extensive HR leadership career.

Matthew Breitfelder is Partner and Global Head of Human Capital at Apollo, where he focuses on attracting extraordinary talent to the firm and creating an innovative, inclusive, high-performance culture that brings out the best in Apollo’s people. Matt leads Apollo’s recruiting, talent management, compensation, succession planning, citizenship, employee relations, development, and culture work. He is also a member of the firm’s Leadership Team. Matt is committed to expanding opportunities across Apollo’s workplace, marketplace, and communities. Prior to joining Apollo, Matt was Chief Talent Officer at BlackRock as well as a member of the Operating Committee. Previously, he held strategy, talent, and innovation roles at Mastercard, PwC, and CEB/Gartner.

Matt holds a BA in Economics from the University of Southern California, an MSc from the London School of Economics, and an MBA from Harvard Business School. He currently serves on the boards of the Lumina Foundation, the Aspen Institute’s Business and Society program, the Milken Institute’s Inclusive Capitalism initiative, and Georgetown University’s initiative on AI, Analytics, and the Future of Work. He is the co-author of numerous Harvard Business School case studies and articles on leadership. Matt has been recognized as a Top Global CHRO multiple times by n2Growth and Stanford Business School.
