O’Neil Construction as Senior Director of Talent Acquisition, where she will lead the strategic development of recruiting frameworks, workforce planning, and talent outreach across the company’s nationwide operations. Sheila will play a key role in scaling W.E. O’Neil’s employee-owned talent culture as the organization continues to grow across multiple U.S. markets.
Prior to joining W.E. O’Neil, Sheila served as Director of Talent Acquisition at Flintco, LLC for nearly seven years, where she built comprehensive hiring strategies tailored to the dynamic needs of the construction industry. Her leadership supported robust organizational growth and drove significant improvements in candidate experience and retention.
Previously, she worked at PCL Construction as Manager of U.S. Talent Acquisition, overseeing national hiring initiatives and collaborating closely with HR and operational leaders to ensure alignment with long-term workforce plans.
Sheila’s earlier experience includes an eight-year tenure as Lead Recruiter at CH2M HILL, where she managed full-cycle recruitment for construction and engineering functions. She also spent over a decade as the Owner of Tier One Development, a construction-focused recruitment firm, where she specialized in hiring for commercial, industrial, and heavy highway clients.
She began her recruitment career as a Senior Account Executive at Management Recruiters International, earning national recognition for her consistent placement success within the construction sector.
