William Mouton joins Expressworks International as Chief People Officer

Houston, Texas, United States, January 2026 — Expressworks International has announced the appointment of William Mouton as Chief People Officer, marking an important leadership milestone as the firm continues to strengthen its people-first and transformation-led consulting capabilities.

In his new role, William Mouton will be responsible for shaping and advancing the organization’s global people strategy, aligning talent, culture, and leadership practices with Expressworks International’s mission of enabling sustainable performance and human-centered transformation for its clients.

William has been associated with Expressworks International for over 13 years, most recently serving as a Change Implementation Consultant, where he partnered closely with clients across complex transformation initiatives. During this time, he led large-scale change management programs, stakeholder engagement strategies, technology adoption initiatives, and enterprise-wide knowledge management projects, particularly within upstream and global IT environments.

Prior to Expressworks, William served as Organization and Change Manager at Waste Management, where he led organizational change management for a nationwide, multi-million-dollar eProcurement transformation, driving adoption, training effectiveness, and workforce alignment.

Earlier in his career, he was a Human Capital Consultant at Deloitte, working on global business transformation, SAP-enabled change programs, organizational design, and large-scale learning initiatives across multiple industries. He also held change and training-focused roles at Chevron, Verizon Wireless, and Accenture, building deep expertise in organizational effectiveness, behavioral change, and workforce capability building.

With a career spanning over two decades across consulting, energy, telecommunications, and large-scale enterprise transformation, William Mouton brings a strong blend of strategic people leadership, change management, and execution rigor to his new role as Chief People Officer.
