South Australia, Australia, November 2025 — Serco has announced the appointment of William Quigley as its new Chief People Officer for the Asia Pacific region. In this strategic role, William will report directly to the Divisional CEO and serve as a member of the AsPac Executive Leadership Team, overseeing the full People Strategy across the region.
Stepping into this permanent appointment after a successful tenure in dual leadership roles, William will lead core people functions including HR Shared Services, Diversity, Equity & Inclusion (DEI), Reward, Learning & Development, and Industrial/Employee Relations. His mandate also includes enabling organisational transformation and strengthening leadership capability across Serco’s large distributed workforce operating in sectors such as Defence, Justice, and Community Services.
Before this appointment, William Quigley served as A/ Chief People Officer, Serco AsPac and Group Director, Talent Acquisition. In this dual capacity, he drove alignment between global and divisional HR strategy, improved candidate experience across key markets, and supported large-scale transformation and change initiatives. The role enabled cross-regional collaboration covering talent acquisition across the UK & Europe, North America, the Middle East, and Asia Pacific.
Prior to that, William spent nearly five years as Group Director, Talent Acquisition for Serco Group Plc. He led global resourcing strategies and delivery teams hiring over 20,000 professionals annually across five key sectors: Transport, Defence, Health, Justice & Immigration, and Citizen Services. He was instrumental in supporting business growth by ensuring aligned hiring capability and readiness across markets.
Earlier in his Serco journey, William held multiple roles including Director People Services and HR Transformation Lead, where he led a Division-wide HR transformation initiative. His programs resulted in significant operational efficiencies, successful implementation of technology platforms, improved HR service delivery models, and strengthened organisational capabilities.
Before joining Serco, William worked with the Department of the Premier and Cabinet in Australia for nearly six years, leading large shared services delivery teams and implementing transformation programs across payroll, financial services, and operational support. His early career included experience in the Department for Correctional Services, where he progressed through leadership roles in accounts, service delivery, and operational management.
