Vientiane, Vientiane Capital, Laos, October 2025 – Joint Development Bank (JDB) has announced the appointment of Xay Blmv as its new Chief Human Resources Officer (CHRO). In this elevated role, Xay will lead the bank’s human resources strategy, focusing on advancing organizational effectiveness, workforce development, and leadership capability as the bank continues its mission of contributing to Laos’ socio-economic growth through responsible banking and human capital excellence.

Xay Blmv brings over 12 years of experience with the Joint Development Bank, demonstrating deep institutional knowledge and a proven record of leadership in HR management. Before taking on the role of CHRO, Xay served as Head of HRM Department, where he led initiatives in talent management, employee engagement, and policy development that strengthened JDB’s human capital systems and operational governance. His efforts have been integral in aligning HR strategy with the bank’s development priorities and compliance standards.

Throughout his tenure, Xay has played a key role in driving organizational transformation by embedding progressive HR practices, optimizing workforce planning, and fostering a performance-driven culture. His expertise in business analysis, analytical skills, and strategic HR planning has been instrumental in supporting JDB’s growth trajectory and its goal of nurturing future-ready leaders within the Lao banking sector.

Joint Development Bank (JDB), established in 1989 under the leadership of His Excellency Kaysone Phomvihane, is one of the leading financial institutions in the Lao People’s Democratic Republic. The bank was founded as a joint venture between the State Bank of Laos and Thai investors, aiming to strengthen bilateral economic cooperation and promote sustainable development within the region.
