Bellevue, Washington, United States, September 2025 – Healthcare Management Administrators (HMA) has announced the appointment of Libby Moore as its new Chief People Officer. In this role, she will be responsible for driving HMA’s people strategy, focusing on talent acquisition, employee experience, workplace culture, learning and development, and compensation and benefits. Her leadership will play a pivotal role in supporting HMA’s mission to empower employers and members with innovative healthcare solutions.
Moore most recently served as Chief People Officer and Chief Administrative Officer at Silver Bay Seafoods, LLC, where she led HR, talent acquisition, payroll, supply chain, and employee experience for a $1 billion seafood processing company with more than 3,500 employees across multiple states. She spearheaded acquisitions, developed a comprehensive supply chain strategy that generated significant cost savings, and built high-performing teams that enhanced collaboration and engagement.
Prior to that, she held the role of Vice President of Human Resources at OBI Seafoods, LLC, where she played a critical role in the merger of Icicle Seafoods and Ocean Beauty Seafoods during the COVID-19 pandemic. She streamlined HR processes, harmonized benefit programs, and successfully implemented a new Applicant Tracking System that reduced system costs while boosting efficiency.
Earlier in her career, Moore spent over a decade with Icicle Seafoods, Inc., where she progressed from HR Assistant to Corporate Human Resources Director. During her tenure, she oversaw HR functions for more than 2,500 employees, developed retention programs, improved employee satisfaction, and navigated multiple mergers and acquisitions. She also contributed to industry advocacy efforts in Washington D.C., representing the interests of the seafood sector.
Before building her HR career, Moore was the Owner and Operator of Libby’s Lattes, where she expanded the business to two locations while completing her studies. This entrepreneurial experience provided her with hands-on expertise in operations, compliance, marketing, and customer service, laying the groundwork for her leadership journey.
