Washington, D.C., United States, October 2025 – Washington Headquarters Services (WHS), the central administrative and operational arm supporting the Office of the Secretary of Defense, has announced the appointment of Erica Slattery as Chief, Human Capital. In her new leadership role, Erica will oversee the strategic management of human capital functions, workforce planning, and talent systems supporting WHS’s mission to deliver efficient and effective administrative services to the Department of Defense and its key stakeholders.
Erica Slattery brings more than two decades of dedicated federal service and human capital leadership experience, spanning key operational, strategic, and analytical functions across multiple U.S. Army and federal agencies. Her career is marked by a strong record of advancing workforce modernization, organizational effectiveness, and mission alignment within complex defense environments.
Prior to her appointment at WHS, Erica served as a Program Analyst at the Headquarters Department of the Army, G-3/5/7, based at the Pentagon. In this capacity, she supported strategic planning and analysis initiatives that informed high-level operational decisions within the Army’s readiness and modernization framework.
Before that, she was Senior HR Technical Advisor at the Internal Revenue Service, where she led critical initiatives in human resources compliance, process optimization, and workforce strategy across federal operations.
Her earlier experience includes serving as Chief, Manpower Management Division at the U.S. Army Sustainment Command (ASC), where she provided strategic direction for manpower and organizational design functions for over two years. In this role, she led end-to-end resource planning, workforce restructuring, and HR data integration across the Army’s logistics and sustainment operations.
Before her tenure at ASC, Erica served as Executive Officer to the Chief of Staff at the U.S. Army Materiel Command, coordinating strategic initiatives and staff operations at one of the Army’s largest logistics commands. She also held a prior stint as Chief, Manpower Management Division at ASC, where she oversaw workforce governance, resource modeling, and operational staffing strategies.
Earlier in her career, Erica led multiple HR and resource management divisions across defense organizations including the U.S. Army Civilian Human Resources Agency, the U.S. Army DEVCOM Chemical Biological Center, and the Joint Munitions Command, where she held key roles in strategic human capital planning, organizational development, and force management. Beginning her federal career as a Student Intern at the Rock Island Arsenal–Joint Manufacturing and Technology Center, she has since built an extensive leadership trajectory rooted in service, innovation, and people development.
