St. Louis, Missouri, United States, November 2025 — Deborah Regnaud has taken on a significant leadership role as the new Vice President of Human Resources at United Way of Greater St. Louis. Inspired by United Way’s mission of helping people live their best possible lives, she will now lead the full spectrum of HR operations, designing and executing people strategies that support organisational effectiveness and strengthen United Way’s impact across the region.
Before joining United Way, Deborah Regnaud served as Vice President Human Resources at Unleashing Potential, where she spent nearly two and a half years as the top HR leader for an organisation focused on early childhood education, after-school programs, and community learning initiatives. As a key member of the senior leadership team, she oversaw talent acquisition, succession planning, organisational development, employee relations, benefits, legal compliance, and performance management, advising both the executive team and the Board of Directors.
Prior to this, she served as Chief Human Resources Officer at Epworth Children & Family Services for nearly one year, leading HR strategy for a non-profit dedicated to helping children, youth and families move toward self-sufficiency. She guided areas including diversity and inclusion, culture transformation, leadership development, performance management, and overall organisational HR capability.
Earlier, she spent two years as Vice President of Human Resources at idX Corporation, a global design and manufacturing organisation. In this senior role, she oversaw HR operations across talent acquisition, compensation, benefits, learning and development, compliance, employee relations, and internal communications. She also led idX University, driving learning programs for global employees and customers.
Across the earlier part of her career, Deborah Regnaud held senior leadership positions including Senior Vice President of Human Resources/CHRO at Gateway Region YMCA and a nine-year tenure at Carboline Company as Vice President of Human Resources and Corporate Services, along with previous HR leadership roles at Franklin Electronics, E2 Enterprises, and others. Her experience also spans university teaching and program leadership roles at ECPI University and Webster University, where she contributed to academic development across HR, organisational behaviour, leadership, and change management.
Deborah Regnaud holds a Doctor of Philosophy (PhD) in Organizational Psychology from Walden University, and an MBA from Lindenwood University, strengthening her academic grounding in organisational leadership, behavioural science, and human capital strategy.
