Orxan Elşad oğlu Musayev Starting a New Position as Deputy Head of Talents Acquisition at State Oil Company of the Republic of Azerbaijan (SOCAR)

Baku City, Azerbaijan, November 2025 — Orxan Elşad oğlu Musayev has begun a significant new role as Deputy Head of Talents Acquisition at the State Oil Company of the Republic of Azerbaijan (SOCAR). In this newly elevated position, he contributes to strengthening SOCAR’s national talent pipeline, enhancing selection excellence, and supporting strategic workforce priorities across one of the country’s most critical industries.

Before stepping into this new leadership role, Orxan served as Leading Talent Acquisition and Career Planning Specialist at SOCAR, where he spent nearly two years shaping the organisation’s approach to talent planning, strengthening recruitment frameworks, and contributing to key capability-building initiatives for the business.

Prior to that, he held the role of Leading Recruitment and Selection Specialist, where he managed complex hiring mandates, implemented improvements in recruitment operations, and supported the organisation’s ongoing talent growth. His year-long tenure in this position helped establish strong foundations for the organisation’s structured approach to talent acquisition.

Earlier, Orxan worked as a Recruitment and Selection Specialist at SOCAR, where he actively supported end-to-end hiring processes, candidate assessments, and workforce planning needs. He also spent time as a Senior Human Resources Specialist, contributing to broader HR functions including employee relations and HR operations, followed by his role as a Human Resources Specialist, building early capability in HR processes and systems.

His early exposure includes an internship as a Human Resources Specialist at SOCAR, as well as internship experiences at Azersun Holding and The State Customs Committee of the Republic of Azerbaijan, where he supported operational HR and administrative processes. He also served as Team Leader of Volunteers at the Baku 2017, 4th Islamic Solidarity Games, showcasing his early leadership potential and people management skills during a national-scale event.
