United States, January 2026 — Heather Wenzel-Sullivan has taken on a new leadership role as Network Chief Human Resources & Compliance Officer at Citizen Advocates, Inc., where she will lead the organisation’s people strategy, compliance governance, workforce capability development and culture agenda across its integrated network of behavioral health, developmental and recovery service programs.
In her current role at Citizen Advocates, Inc., Heather steps into the Network CHRO & Compliance Officer position following her tenure as Associate Vice President of People, where she led HR operations, employee relations, leadership development and workforce transformation initiatives across multi-county service networks.
Prior to returning to Citizen Advocates, Heather served as Vice President at SaVida Health, supporting operational and workforce strategy initiatives in addiction treatment and recovery services.
She previously built deep operational leadership experience at Citizen Advocates, Inc. through a series of senior leadership roles including Associate Vice President of Operations, Senior Director of Operations, Senior Director of Community Operations, Director of Community Living and Director of Community Support Operations, leading large multidisciplinary teams across northern New York.
Earlier in her career, Heather spent over eight years with the St. Lawrence County Department of Social Services, where she served as Deputy Commissioner and Medicaid Director, gaining extensive experience in public sector administration, compliance governance and large-scale social services delivery.
