New Delhi, India, February 2026 – Nucleus Software has appointed Dr. Nitin R. Gokarn as Independent Director, strengthening its board with deep governance, public policy, infrastructure, and technology transformation expertise.
Dr. Gokarn brings over three decades of distinguished public service and leadership experience, having served in several senior administrative roles within the Government of India and the Government of Uttar Pradesh. Most recently, he held the position of Additional Chief Secretary, Housing & Urban Planning and State Taxes (GST/VAT), Government of Uttar Pradesh, where he drove record revenue growth through AI-based compliance tools, data-driven intelligence systems, and digital monitoring frameworks. Under his leadership, GST collections achieved the highest CAGR among Indian states, supported by advanced analytics and automated compliance mechanisms.
Earlier, as Principal Secretary, Housing & Urban Planning, he led large-scale urban reforms, affordable housing initiatives under PMAY, metro and RRTS projects, GIS-based master planning for multiple cities, and transit-oriented development policies. His tenure in the Public Works Department saw major infrastructure expansion, digital transformation through systems such as “Chanakya” and “Prahari,” and significant cost efficiencies in project execution.
Dr. Gokarn has also served as Chief Executive Officer and Project Director of NATRIP, successfully turning around one of India’s largest automotive testing infrastructure projects, establishing seven world-class testing centers across the country. His earlier roles include Joint Secretary at the Ministry of Road Transport & Highways, Director JNNURM at the Ministry of Urban Development, Divisional Commissioner, District Magistrate, and other key administrative positions.
An alumnus of the Indian Institute of Management Bangalore (PGPPM – Public Policy and Management), Dr. Gokarn brings strategic insight at the intersection of governance, digital transformation, regulatory reform, and infrastructure development—capabilities highly relevant to a global financial technology solutions provider like Nucleus Software.
