Windhoek, Namibia, February 2026 – Deolinda Shikalepo has been appointed as Head of Procurement at Bank Windhoek, effective 1 January 2026. She brings more than a decade of experience in procurement spanning contract management and compliance, supplier relationship management, and tender administration across financial services, manufacturing, and fast-moving consumer goods (FMCG).
Throughout her career, Shikalepo progressed from operational procurement roles to senior strategic leadership positions, overseeing high-value contracts, leading complex tender processes, and implementing cost-efficiency initiatives. She has developed strong expertise in strategic sourcing, contract negotiation, supplier performance management, and the oversight of highly regulated procurement environments.
In her new role, Shikalepo will provide strategic direction, governance oversight, and leadership for the Bank’s procurement function. Her mandate spans the entire procurement lifecycle, including sourcing, contracting, supplier relationship management, and policy implementation. A key priority will be ensuring procurement processes remain transparent, ethical, and aligned with the Bank’s broader strategic objectives.
She will lead the procurement department in supporting the Bank’s operations through structured sourcing activities, strict adherence to governance standards, and the cultivation of robust supplier relationships. As a Candidate Legal Practitioner, Shikalepo is currently pursuing an LLM in International Commercial and Technology Law at the University of Manchester. She also holds a Diploma in Procurement and Supply from the Chartered Institute of Procurement and Supply, an LLB (Honours) from the University of Namibia, and a BBA from the Namibia University of Science and Technology.
Welcoming the appointment, Zenaune Kamberipa, Chief Financial Officer and Interim Specialist Finance Executive Officer at Bank Windhoek, emphasized that the procurement function plays a critical role in supporting the Bank’s operational and strategic objectives. He underscored the importance of strengthening governance, supporting supplier development, and ensuring efficient and compliant procurement practices. He noted that Shikalepo is committed to elevating procurement into a strategic, value-driven function that enhances transparency, process improvement, and best-practice standards.
In her remarks, Shikalepo stated that her commitment is to build a procurement function that is both strategic and people-centred. She described her leadership style as collaborative and structured, focused on empowering teams, strengthening accountability, and fostering open communication. She added that her goal is to position procurement as a strategic enabler that consistently adds value while strengthening the Bank’s governance and resilience through structured and ethical procurement practices.
