McLean, Virginia, United States, July 2026 — QinetiQ US has appointed Jennifer Deaver as Chief People Officer, strengthening its executive leadership team as the mission-led engineering and defence technology company continues to expand its capabilities in support of national security customers.
Jennifer brings more than 20 years of experience across human resources, talent acquisition, workforce planning, recruitment strategy, organizational growth, and leadership hiring. She has built extensive expertise in attracting and retaining highly specialized talent for defence, intelligence, homeland security, information technology, engineering, and federal government programmes.
In her new role, Jennifer will lead QinetiQ US’s enterprise-wide people strategy, aligning workforce capability, talent development, organizational culture, employee experience, leadership effectiveness, and recruitment priorities with the company’s business and mission objectives.
She will partner with executive and operational leaders to strengthen workforce planning, build future-ready talent pipelines, develop high-performing teams, and support QinetiQ US’s continued growth across complex defence and security markets.
Prior to her appointment as Chief People Officer, Jennifer served as Vice President at QinetiQ US, following more than three years as Head of Talent Acquisition – QinetiQ US, formerly Avantus Federal.
As Head of Talent Acquisition, she led recruitment strategy for a highly specialized workforce supporting defence, intelligence, engineering, technology, and national security programmes. Her responsibilities included workforce planning, leadership recruitment, talent pipeline development, recruiting operations, stakeholder partnership, and building scalable hiring capabilities aligned with business growth.
Jennifer joined QinetiQ US following the company’s acquisition of Avantus Federal, where she served as Director – Talent Acquisition. During a period of rapid organizational expansion, she helped shape the enterprise talent strategy and strengthened recruitment capabilities to support the company’s growing portfolio of federal and national security programmes.
Before Avantus Federal, Jennifer spent nearly six years with E3 Federal Solutions, progressing through increasingly senior recruitment leadership roles.
As Recruiting Manager, she led recruitment strategy and delivery across the organization, supporting federal acquisition, programme management, technology, and mission-oriented consulting requirements.
Earlier, she served as Deputy Manager and Senior Recruiter, developing expertise in cleared hiring, technical recruitment, stakeholder management, and talent acquisition for highly specialized government contracts.
Jennifer previously worked as Senior Recruiter at Aveshka, Inc., where she recruited intelligence, cybersecurity, information technology, engineering, policy, planning, and healthcare professionals for federal, defence, intelligence, and homeland security programmes.
She developed significant expertise in recruiting cleared personnel, including candidates holding advanced security clearances, for assignments across the United States and international locations. Her ability to source and secure specialized technical and intelligence talent helped reduce hiring timelines for complex and mission-critical positions.
Earlier, Jennifer spent more than four years with DLT Solutions, progressing from Corporate Recruiter to Recruiting Manager. She led recruitment for a major public-sector technology solutions provider, helping attract sales, marketing, technical, engineering, and leadership talent supporting government and commercial customers.
Before DLT Solutions, she served as Principal at Williams Tison, a professional search firm specializing in executive, sales, marketing, management, and engineering recruitment for information technology companies.
Jennifer began her recruitment and business development career with Placement Pros, where she progressed to Lead Recruiter and subsequently took on account management responsibilities. She managed full-cycle recruitment, client development, technical screening, compensation negotiations, reference checks, and workforce solutions while consistently exceeding commercial targets.
Her appointment reflects QinetiQ US’s continued investment in people, workforce capability, and leadership as the organization advances mission-led innovation for defence and security customers.
