Washington, D.C., United States, August 2025 — The Brookings Institution has appointed April O. Lueben, MSOD, SPHR, PMP as Deputy Chief Human Resources Officer. In her new role, she will support the organisation’s mission of conducting in-depth, nonpartisan research by leading human resources initiatives that strengthen talent management, organisational culture, and operational efficiency.
Lueben joins The Brookings Institution after serving as Senior Director, People Solutions at Veterinary Emergency Group (VEG), where she was instrumental in promoting cross-functional collaboration, resolving complex challenges, and implementing best practices across multiple departments. She previously served as Director, People – Central + West at VEG, managing People Partners across regions and driving improvements in HR processes, systems, and initiatives.
Before VEG, she was People Operations Director at Companion Pet Partners, where she centralised HR functions, overhauled onboarding and operational processes, and led the integration of 23 veterinary hospital teams across six states. Her efforts focused on humanising acquisitions, maintaining team culture, and enhancing employee engagement and retention during a period of rapid organisational growth.
Earlier, at CAMRIS, she held multiple leadership roles, including Director of Human Resources and later Director with dual responsibilities in HR and military health project management. During her tenure, she oversaw significant recruitment efforts for high-profile clients such as USAID, The Gates Foundation, and the U.S. Department of Defense, managed rebranding initiatives, and secured $54 million in new business contracts. Her career also includes leadership roles at Integrated Data Services, Inc. and an earlier tenure at CAMRIS, where she built HR infrastructure, implemented HRIS systems, and supported large-scale organisational growth.
