Abu Dhabi, Abu Dhabi Emirate, United Arab Emirates, April 2025 – Arafat Mousa has taken on a new leadership role as Head of Human Resources at Hafeet Rail, the joint venture responsible for developing and operating the UAE-Oman cross-border rail network. In his new role, Arafat will lead all HR strategy and operations for the company, supporting its mission to deliver seamless transport and logistics integration across the region.
Prior to joining Hafeet Rail, Arafat Mousa was Human Resources Manager at Etihad Rail Operating Companies for nearly two years. In this role, he led HR operations delivery, developed standard operating procedures, enhanced employee data systems, and provided strategic support to the Director of HR, Admin & Training. His leadership helped elevate the effectiveness and responsiveness of HR services across the organization.
Before Etihad Rail, Arafat served briefly as Assistant Vice President at Mashreq, where he was involved in developing global recruitment strategies and Emiratization policies. He collaborated with senior leaders to define talent needs and led various initiatives to attract and develop UAE Nationals across the banking sector.
He also worked as a Talent Acquisition Partner at Emirates, focusing on end-to-end recruitment with a specialization in Emiratization and global hiring. His work included designing recruitment strategies, coordinating assessments, and ensuring alignment with the Emirates Group’s values and business goals.
Earlier in his career, Arafat spent over eight years at Global Aerospace Logistics (GAL), where he drove HR transformation, enhanced employee engagement, and led organizational culture change initiatives. His extensive background also includes roles in HR at Liberty Automobiles Co. LLC, where he began building his foundational expertise in people operations and employee services.

Hafeet Rail is a historic joint venture between Etihad Rail, Oman Rail, and Mubadala Investment Company to develop the region’s first cross-border railway. Connecting Sohar in Oman to the UAE’s rail network, the initiative aims to create a unified logistics chain enhancing regional trade and mobility.
