Houston, Texas, United States, November 2025 – Lamar Consolidated Independent School District (Lamar CISD) has announced the appointment of Dr. Julia Y. Andrews as its new Chief Human Resources Officer. This marks an important milestone in Dr. Andrews’ distinguished career in education and human resource leadership, underscoring her continued commitment to empowering educators and fostering excellence within the Texas education system.
Dr. Andrews has been with Lamar CISD for over a year, having previously served as Executive Director of Human Resources, where she played a pivotal role in advancing HR operations, leadership development, and staff engagement across the district. Her transition to the CHRO role reflects both her leadership excellence and her deep understanding of the district’s vision for people, culture, and performance.
Prior to joining Lamar CISD, Dr. Julia Y. Andrews served as Chief of Staff at Alief ISD, where she led multiple organizational initiatives and strategic priorities to enhance district-wide effectiveness. Her leadership was instrumental in strengthening communication frameworks, operational efficiency, and leadership alignment within one of Texas’s most diverse school districts.
Before that, she spent over five years at the Harris County Department of Education, where she served as Director at the Center for Safe and Secure Schools. In this role, she contributed to safety policy design, training programs, and system-wide collaboration to ensure the well-being of students and educators across the Greater Houston area.
Dr. Andrews began her educational leadership journey at Houston ISD, where she served as both Assistant Principal and Teacher, and earlier taught English Language Arts at Cypress Fairbanks ISD for nearly eight years. Her classroom and administrative experiences have provided her with a holistic understanding of academic leadership, teacher development, and student-centered education.
Dr. Andrews holds a Doctor of Education (EdD) in Organizational Leadership from Abilene Christian University and a Master of Education in Educational Leadership and Administration from Prairie View A&M University. Her academic foundation reflects a strong commitment to leadership excellence and continuous learning in the educational domain.
