Dublin, County Dublin, Ireland, October 2025 – The Irish Aviation Authority (IAA) has announced the appointment of Elizabeth Stuart as its new Chief People Officer (CPO). In this leadership role, Elizabeth will drive the IAA’s people strategy, culture transformation, and organizational development initiatives as the Authority continues to advance safety, sustainability, and operational excellence in Ireland’s aviation sector.
With nearly two decades of progressive HR leadership experience, Elizabeth Stuart brings a proven track record in driving people strategy, change management, and organizational effectiveness within highly regulated environments.
Before joining the IAA, Elizabeth served for over 11 years with the Health Products Regulatory Authority (HPRA), where she most recently held the role of Director of HR and Development. In this position, she was responsible for the formulation and execution of HR and change strategies that strengthened engagement, performance, and leadership capability across the organization. She led numerous change management initiatives, embedding a culture of continuous improvement and talent excellence.
Earlier, as HR Manager at HPRA, Elizabeth managed a team of HR professionals and implemented workforce initiatives aligned with the Authority’s strategic goals. Her tenure was marked by the creation of a high-performing HR function known for its focus on employee engagement and leadership development.
Prior to her time at HPRA, Elizabeth worked with the Irish Medicines Board, where she contributed to human resource planning and policy development, and with PwC as an HR Administrator, managing HR operations for over 500 employees in the Internal Firm Services and Advisory division.
Elizabeth holds an MBS in HR Strategies from Dublin City University and a Diploma in Executive Coaching from The Coaching and Mentoring Partnership, reflecting her deep expertise in leadership development and people-centered growth.
