Jasmine Mendes Hearne Appointed as Head of Talent Delivery & Learning and Development at Department for Energy Security and Net Zero

London, United Kingdom, December 2025 — Jasmine Mendes Hearne has taken on a new role as Head of Talent Delivery & Learning and Development at the Department for Energy Security and Net Zero, marking a significant leadership progression within the UK government’s talent and capability ecosystem.

In this expanded role, Jasmine Mendes Hearne is responsible for shaping and delivering talent strategies and learning frameworks that support the department’s mission to strengthen energy security and accelerate the transition toward cleaner, home-grown energy solutions. Her appointment reflects continued confidence in her ability to build sustainable talent systems within complex public-sector environments.

Prior to this appointment, Jasmine Mendes Hearne served as Head of Talent at the Department for Energy Security and Net Zero, where she played a key role in strengthening workforce capability and leadership pipelines over nearly three years.

Before that, she held multiple senior roles at the Department for Business, Energy and Industrial Strategy (BEIS) over more than six years. Her responsibilities included serving as Head of Policy Profession Development & Capability, Senior Policy Advisor and Engagement Lead, and Cross-Whitehall Engagement Lead, contributing to major policy capability and cross-government collaboration initiatives.

Earlier in her career, Jasmine Mendes Hearne held pivotal leadership and corporate partnership roles within BEIS, including Head of the Director General’s Office & Corporate Services for the Market Frameworks Group, and Corporate Business Partner (Assistant Director), supporting large, multi-location teams and senior leadership on strategy, people, and performance management.

She began her public-sector journey at the Department for Business, Innovation and Skills (BIS), where she worked in executive board secretariat functions, corporate leadership roles, and learning & development strategy. Her early career also includes experience with the UK Home Office, where she served in business management and operational roles.

Jasmine Mendes Hearne holds extensive policy and public-sector leadership experience built through progressive roles across UK government departments, supporting national-level transformation and workforce capability initiatives.
