Wheeling, West Virginia, United States, February 2025 – Kathleen M. Bali has been named Chief Human Resources Officer (CHRO) at The Health Plan (THP), where she will lead the company’s human resources strategy, talent management, and workforce development initiatives. With an extensive career in HR leadership, Kathleen brings a wealth of experience in organizational development, employee relations, and HR strategy, making her a valuable addition to THP’s leadership team.
Before joining The Health Plan, Kathleen served as Chief Talent Officer at Cline Human Capital Consulting, where she provided HR advisory and talent management solutions to various organizations. Prior to that, she was Director of Human Resources at ProspHire, leading strategic HR initiatives and workforce planning. She also held leadership positions at Jeff Hancher Enterprises, Pathways of Southwest PA, and Washington County, overseeing HR policies, employee engagement programs, and leadership development efforts.
Kathleen’s career also includes HR leadership roles at Graphic Packaging International, Hope Community Resources, and Lockheed Martin Information Technology, where she specialized in compensation strategy, labor relations, and HR business partnering. Additionally, she contributed to Sandia National Laboratories as a Compensation Analyst, playing a key role in salary analysis, collective bargaining preparation, and HR policy administration.
Kathleen holds a Master’s degree in Industrial and Labor Relations and a Bachelor’s degree in Human Resources Management from Indiana University of Pennsylvania, where she was an active member of SHRM (Society for Human Resource Management).
