Israel, November 2025 – Lital Elmaliach has started a new position as Global Chief Human Resources Officer (CHRO) at Masa Israel Journey, marking a significant milestone in her accomplished HR leadership career. With deep expertise in HR strategy, organizational design, culture building, and workforce transformation across defence, energy, and global institutions, she steps into a pivotal role that will shape Masa’s people agenda across international programs and operations.
Lital joins Masa Israel Journey after serving as Group Human Resources Director at Paz, one of Israel’s leading energy and infrastructure companies. During her tenure, she played a central role in strengthening HR business partnership, building leadership capability, and driving people-focused programs across multiple business units. Her earlier role as HRBP at Paz helped her sharpen cross-functional leadership engagement and organizational effectiveness initiatives across the group.
Before Paz, Lital built nearly sixteen years of robust and diverse HR experience in the Israeli Navy, where she managed large-scale people operations, organizational control systems, specialist HR teams, and high-impact talent missions. Her leadership roles included Head of Organization and Control Department, where she oversaw critical HR governance and performance processes; Head of HR at Shayetet 13 (13th Flotilla), one of Israel’s elite naval units, where she supported complex operational environments with people readiness and workforce planning; and Head of HR Planning Section, where she led HR modeling, forecasting, and structural workforce strategies.
Across her initial years in the Israeli Navy, Lital served in key HR roles including HRBP for the 3rd Flotilla, and leadership roles in core HR functions, building a strong foundation in talent support, team motivation, HR operations, and workforce policy implementation across mission-critical settings. These early experiences shaped her expertise in managing people systems in high-stakes and high-uncertainty environments.
Lital’s educational background includes advanced executive learning from Tel-Aviv University – Lahav Executive Education, where she deepened her capabilities in Human Resources Management and Services, particularly focusing on HR leadership in environments of continuous uncertainty. She also holds a Master’s degree in International Relations and Strategy from Bar-Ilan University, which strengthened her strategic thinking and global leadership perspective.
